Rulesets & the Realmless World, A PvPer's Guide

WoW: Forever removes realm selection entirely. You pick a ruleset, and that ruleset is one massive shared ecosystem for the whole region. This page covers everything confirmed about how it works and what it means if you're here to fight.

The four rulesets

Normal

The baseline experience. World PvP requires mutual consent, flagging, dueling, opting in. Equivalent to a Classic PvE realm. If you want battlegrounds without world-PvP danger, this is presumably your home (BG structure not yet confirmed, see the open questions tracker).

PvP

Blizzard's words: "for players who want every trip into contested territory to carry more danger, excitement, and world conflict." The classic PvP-realm contract, contested zones mean you're always fair game, with the entire region's PvP population in one ecosystem.

Roleplaying

RP community focus. World PvP rules for this ruleset weren't detailed (Classic Era had both RP and RP-PvP variants; Forever announced only one RP ruleset so far).

Hardcore

  • Opens after launch, not on November 4.
  • Fully enclosed ecosystem: separate collections, separate Legacy Points, no sharing in.
  • Death is a one-way door out: a dead Hardcore character can transfer to any other ruleset, including PvP, and progress/collections earned in Hardcore can carry forward with them. Nothing flows back into Hardcore.

Rules that apply across all rulesets

  • No cross-ruleset grouping. Dungeons, raids, and parties are ruleset-locked. Pick where your friends are picking.
  • Faction lock intact. Horde and Alliance can't group for PvE content, same as Classic.
  • Collections and Legacy Points are shared across Normal, PvP, and Roleplaying. Hardcore is the lone exception.
  • Each ruleset is "more like its own large ecosystem than a single traditional realm", Blizzard's phrasing. It is explicitly not one giant realm for everyone.

Faction balance on the PvP ruleset

Blizzard confirmed the PvP ruleset will include systems to support Horde/Alliance balance, similar to Season of Discovery's approach. In SoD that meant monitoring faction ratios and applying levers (like restricting new character creation for the overpopulated faction on skewed servers). Exact mechanics for Forever are unconfirmed, but the intent is clear: a structurally balanced world-PvP environment, not the runaway one-faction death spirals of Classic Era PvP servers.

Why this matters: with a single region-wide PvP ecosystem, there is no "reroll to the other server" escape valve. Balance has to work, and Blizzard knows it.

Community features that affect PvP life

  • Familiar Faces: matchmaking within the ecosystem deliberately re-surfaces players you've encountered before. Your world-PvP rivalries are meant to persist.
  • Language preference: you'll preferentially encounter players sharing your language, preserving regional community feel inside the mega-ecosystem.
  • Two-part unique names ("first + last", unique per region): reputation, good or infamous, is attached to a genuinely unique identity.

Choosing for launch: quick advice

  • Want world PvP? PvP ruleset, obviously, and note there's no transferring the decision away later (no ruleset-transfer system has been announced except Hardcore-death exits).
  • Want BGs/duels but hate getting ganked at Tarren Mill quest turn-ins? Normal. World PvP is consent-only.
  • Planning Hardcore first? Remember it opens post-launch and its progress is siloed, but a death drops you into PvP or Normal with your character intact.
  • Rolling with friends? Coordinate the ruleset before launch day. Cross-ruleset play does not exist.
